ADU 0197: What would cause one of the motors on my new Cheerson CX-20 to not spin? Is it an ESC calibration issue, or something else?

Today's question comes to us from Chris, who is having an issue with a new Cheerson CX-20 he's purchased and unboxed. After assembling it and starting it up he noticed one of the motors would not spin. So he's asking us what would cause this to happen? Is it an ESC calibration issue? Motor? Something else?
